License Requirements
To qualify as a private notary, the following criteria must be met:
1. Be a Saudi national.
2. Demonstrate good character and conduct, with no convictions for crimes involving moral turpitude or dishonesty, and no prior disciplinary dismissal from a public position (even if later reinstated).
3. Be medically fit with unimpaired senses.
4. Hold a university degree in Sharia or Law from a college in the Kingdom, or an equivalent qualification, with at least a "Good" overall grade.
5. Pass a written examination administered by the relevant department.
6. Complete a specialized training course in notarization as outlined in the regulations, unless the applicant has at least one year of experience as a judge, public notary, lawyer, legal or Sharia advisor, or as an instructor in jurisprudence, principles of jurisprudence, or law at a Saudi college.
7. Not be employed in the public or private sector, nor engage in any profession other than the legal profession.
